The short answer: do not decide from appearance alone

A wall that looks thin may still conceal services, connect to another element or be subject to an approval condition. A wall that is described casually as a partition may not match the approved plan or the construction found on site.

Before demolition is priced as confirmed work, establish the property type, obtain the available approved or as-built plan, identify the wall construction and record the approval or professional checks that apply. A photograph is useful context, but it is not structural clearance.

For HDB flats, use the current wall-specific table

HDB's current Building Works guidelines mark demolition or alteration of internal lightweight partition walls as permit-required work. They also state that demolition or alteration of walls can proceed only after HDB approval and that existing reinforced-concrete structures must not be tampered with during the work.

The same table sets additional requirements for selected non-load-bearing reinforced-concrete elements, including supervision by a Professional Engineer for civil or structural works. If steel bars are discovered while an approved lightweight wall is being demolished, HDB instructs that work be stopped and HDB informed. The exact row and approval conditions should be checked against the actual wall before site work begins.

For condos, management acceptance and structural clearance answer different questions

The condominium renovation guide may control submissions, deposits, working hours, protection and the documents the management requires. It does not turn a visual assumption about a wall into a structural conclusion.

Send the marked-up floor plan and proposed opening with the management guide. Where the wall type or effect on the building is uncertain, obtain the appropriate professional review before treating the layout as feasible or releasing demolition work.

For landed and other private homes, separate planning from structure

Changing an internal room arrangement and altering a structural element are not the same assessment. URA's landed-home guidance gives planning-permission examples, while BCA's structural process addresses structural plans and permits. One answer does not automatically provide the other.

BCA states that a permit is required for building works unless they fall within the listed insignificant-building-work exceptions, and that structural-plan approval is applied for by a Qualified Person who is a registered civil or structural Professional Engineer. The appropriate route depends on what the proposed opening actually affects.

Check what runs through and around the wall

Electrical wiring, plumbing, air-conditioning routes, data cables, waterproofing upturns and built-in supports can change the demolition sequence and making-good scope. Adjacent ceilings, floors, cabinets and doors may also depend on the wall's position or finish build-up.

Mark the intended opening dimensions, retained edges and nearby fixtures. The review should show how services will be isolated or rerouted and how the remaining surfaces will be repaired—not only where the hacking line appears on a layout.

Prepare a wall-removal review pack before asking for a firm price

Include the property type and address, approved or existing plan, a plan with the wall highlighted, photographs from both sides, the intended opening or room connection, and any management or authority documents already available.

Ask the quotation to distinguish confirmed demolition, professional or submission work, service diversion, temporary protection, debris removal and making good. If feasibility is still unresolved, label it as a dependency rather than hiding it inside a lump-sum promise.
