What are exclusions and provisional sums in a renovation quotation?

An exclusion states that work or responsibility is outside the quoted scope. A provisional sum is an allowance for work or supply that cannot yet be fully defined. Neither should remain vague: record the reason, basis, responsible party, confirmation trigger, measurement method, approval process and effect on the contract sum before the related work proceeds.

What commonly changes the provisional scope

Opening-up may reveal substrate, pipe, cable, structure or previous-work conditions that were not visible at quotation stage. Final product selection can change dimensions or installation details. Authority, professional or licensed-worker input may also define additional requirements after the initial brief.

For electrical and regulated plumbing work, confirm the appropriate Licensed Electrical Worker or Licensed Plumber responsibility against current EMA and PUB guidance. Do not use a broad allowance to obscure who carries licensed work, testing or submission responsibilities.

Planning checklist for every allowance

  • Describe the included work boundary and what remains excluded.
  • State why the item cannot yet be fixed.
  • Record the allowance or rate basis without implying it is a final price.
  • Name the information, inspection or selection that will confirm it.
  • Define how quantity and value will be adjusted.
  • Assign supply, installation, access, protection, testing and making-good responsibilities.
  • Require written approval and record any programme effect before dependent work.

Common mistakes

A low allowance can make a total look attractive without reducing the eventual scope. A complete exclusion can also move cost and coordination risk to the owner. Another common gap is assuming “installation included” also includes delivery, supports, connections, testing, protection and making good.

Keep an allowance register beside the quotation. At each review, show its status, latest evidence, responsible person, target decision and approved adjustment. This makes uncertainty visible instead of letting it surface as an unexplained late variation.
